the largest group of South Africa's working working poor.

Over 90% of domestic and farm workers are living under the poverty line.

Yet these are the very workers, along with public works employees,

who were excluded from the National Minimum Wage.

By relegating these workers to a lower status, 

the government is reinforcing a history of servitude, and

entrenching the cycle of generational poverty.
